Yes, you can have both installed at the same time. The only thing I don't know about is where KDE4 writes its configuration to - I installed it a couple of days ago but have not run it yet. If it uses ~/.kde, then you want to log out of KDE 3, move ~/.kde out of the way so KDE4 cannot mess with your settings and then move it back if you decide to switch to KDE 3.
