Building *all* the database plugins usually isn't very useful, which is why 
the checkbox in the qt4 port defaults to off. :)

Try this:

cd /usr/ports/devel/qt4
make config
[uncheck SQL_PLUGINS]

Then restart your qt4 build and let it finish. Once it has, install the 
databases/qt4-sqlite3-plugin port and you should be set. Note: AFAIK, there 
are no py-qt4 ports in the collection yet, I do know however someone is 
working on them.
