As Luigi already wrote: wrong list for this topic. KWin is part of Plasma and follows Plasma's minimum Qt requirement, which is for Plasma 5.10 (!) Qt 5.7. The last stable release of KWin (5.9) only had Qt 5.5 as minimum.
