As the port group “stable-kf5-qt5” isn’t set to a value, it is not considered in OSX/CI and Scarlett’s new version of Linux/CI. So, having those ktp-* entries in dependency-data-stable-kf5-qt5 shouldn’t do any harm. But I don’t know how kdesrc-build will handle this, though...
