Difficult to find a proper name for it, /etc/kde5rc is the global-global 
config file (all apps, all users), which affects all apps based on KConfig
including the workspace.

IMHO it's not really kf5rc because it's not about configuring KF5 itself.

This file is really "across all products" (frameworks, apps, workspace), which 
makes it impossible to name correctly. I think kde5rc isn't too bad in this 
respect.
