These commits fix highly user-visible issues with scrollbars in
QML-based apps, most notably Discover.
I've been told that most LTS distros are planning to ship Plasma 5.18
with Frameworks 5.67, so if that version doesn't include these fixes,
then Plasma 5.18 LTS users will be stuck with the issues for years and
we'll get a ton of bug reports.
