The export macro was wrong though, I fixed it to KDECORE_EXPORT
(just now, in 6118d590c7b2d50bf1881a6a379e0bcc75836a3c).
I'm not sure it fixes it, but can you try again?
If the problem is still there, check this:
$ nm -D libkdecore.so | grep kde_kiosk_admin
000000000023be40 B kde_kiosk_admin
$ objdump -t libkdecore.so | grep kde_kiosk_admin
000000000023be40 g O .bss 0000000000000001 kde_kiosk_admin
('g' = global = exported)
