I might even expand the wording a bit further - perhaps something like:
"It would be good to send a message to the list telling that you are
starting, to avoid anyone thinking that you have abandoned the effort
due to a lack of co-workers."
I also find the Tip below the Note a little awkward, as you are advising
someone to send a message to a list that didn't reply to their first
message. Maybe the above sentence could be moved from the Note to the
Tip (or just a second paragraph in Note and drop the Tip) such as:
"If you do start a new translation, you can be added to the language
team page. To do so, send a message to the kde-i18n-doc mailing list.
This will serve the added purpose of letting the team know you have
started, and avoid anyone thinking that you have abandoned the effort
due to a lack of co-workers."
