If KMail asks for Wallet service as usual, and if the user says no, and if the 
user later changes her mind, then there is no path to  turn wallet service 
back on for an app that once refused it.

There is no mention of restoring Wallet, once refused, in help.
No mention in Wallet or Wallet Manager.
No mention in KMail CONFIGURE  SECURITY tab.
