Not much KDE contributors can do about source infrastructure being
down (likely temporarily).
However, I am looking to see if I can get in contact with the
owners and see if they are willing to publish their tarballs on a
CDN or other distributed channels so we can prevent this in the
future.
We've had this issue in Craft previously - and the solution there was
for us to mirror the sources ourselves - which is something all the
distributions do as well.
There has been a patch work of solutions we've worked with in the past
in this area and is definitely somewhere we need to do better on.

I've sent the file to Ben to see if we can get it mirrored. I've
verified it's sha256sum against Solus' build manifest and linked him to
Fedora and Arch's as well to ensure we have the correct file. The file
was sourced it from the Web Archive's Wayback Machine (they have an
archive of their website).
