Hi,
I looked at the quanta repo and it looks unlikely Quanta
will be ported to modern system since it doesn't even
looks like the Qt4 port was finished.

I tried looking for information on the internet but I didn't
find anything that made Quanta so special. If you are doing
php websites maybe you could try Kdevelop PHP plugins?

For my part I use vim for my web work and I'm very happy
with it.
