this may be my personal perception, but I'm not sure that content (levels) is part of the GSoC. Of course, one or two demo levels, sure, but "many different levels" (which are written in XML in KBrickBuster: https://cgit.kde.org/kbreakout.git/tree/levelsets/default.levelset) You can also write the full proposal and then find a mentor, maybe it's easier that way around.
