Actually KWin allows voting, but only gives users a single vote (which
I think makes a lot of sense).
That's probably just historical that it was not possible to disable
voting (for me) back when I changed to only 1 vote.
The intention was to have voting disabled as it was highly destructive,
very pushy and had the very nasty functionality of confirming bugs by
popular vote.
The situation improved massively with only one vote.
