hi,
in my opensuse system, I can find it in /usr/share/plasma/layout-templates
I have 2 directories:
org.kde.plasma.desktop.defaultPanel and org.kde.plasma.desktop.emptyPanel
js files are located in contents directory.

the defaultpanel js file itself is loaded by 
/usr/share/plasma/org.kde.plasma.desktop/contents/layout.js
loadTemplate('org.kde.plasma.desktop.defaultPanel")
