Yes, but it is very hard to spot. By default, we are all logged in and if we 
make any change to a dashboard, i.e. add a panel, and forget to change the 
setting it will be broken for all anonymous users...

It is really unfortunate imo that this cannot be adapted properly in the 
settings :(
