So perhaps delay the release by a week to give the i18n guys time to update the translated manuals?
I frankly don't know about docu policies, but once you cross string freeze for a coordinated release, you usually got to ask for an exception on kde-i18n-...@kde.org For an uncoordinated release, it's done when it's done - ie. you'll simply release a partially-only translated version if it's not been translated to Australian and Canadian (neither is English, is it? ;-) after some decent time.
