That's not related to KWin at all but a known issue of the breeze icon set.
The designers oppose outlines as well as other (inner) contrast mechanisms.
The only possible solution I see so far is an extension to QIcon::pixmap() to
take a color parameter (the styles can then use that to ensure contrast with
the background.) - Changes to QIcon::fromTheme would imo not work, because
about every application would require updates then.
