A good idea is to check the relicense.pl script in kde-dev-scripts. It contains a list of anyone who has authorized license changes on their code. It lists Albert, myself, frederik at least as being ok with relicensing from GPL to LGPL. I didn't go through the list of committers, but you can check that against the names in that script and if everyone is in there, go ahead. If not, e-mail directly the one(s) who aren't already listed to get their ok. identity.kde.org will help map names to kde account names.
