What do you mean by "the kde core"? Frameworks? They already use a subset of C++11. If you want to contribute to KDE again, and be able to use the newest of C++11 and C++14, you might want to pick up an application instead, of create a new one. There, you are free to use whatever compiler features you deem interesting. It will of course limit the userbase accordingly, but that is imo not as bad as not having a nice app in the first place.
