No, it could be used by translators (a few hundred people) in their daily 
work. 
Afair in kde3 we even had a kbabel part providing a file manager view with all 
properties you mentioned above for a folder with po files, very useful for me.

Don't we already have a kind of developer mode, because Joe User does not have 
any po files on his disk and therefore no indexing happens?
