What do you mean by "KDE"? Those are the current rules for KDE Frameworks 5 (so the latest _libraries_): https://community.kde.org/Frameworks/C%2B%2B11#Frameworks_compiler_requirements_and_C.2B.2B11 There are some discussions about raising the bar (see kde-frameworks-devel) but unfortunately some compilers do not support properly even C++11 features.
