This rather sounds as if you session bus server has crashed, is flooded or
locked. I'm not sure whether an intermix of KF5/KDE SC4 applications can cause
this.
Check
ps aux | grep dbus
for whether there is a daemon and gdb into it in case to see whether it's
stalled somewhere.
I just run KF5 and SC4 applications wildly on each other =)
