There is no standard way to get flags in KDE applications, so any application can be expected get flags from wherever it likes. Updating the flag at this path will certainly fix the bug you mention, and also it will work for country selection, and generally anywhere in System Settings. I know that at least the KDE keyboard switcher (KXKB) and KTorrent will get flags from this same place, but e.g. KGeography comes with its own flags (since it needs them big; and Rwandan flag there is the current one). -- Chusslove Illich (Часлав Илић)
