Raphael and Vitor already took care of your questions, so just a few more 
details:

- main mailinglist for KDE PIM related development is  
KDE PIM <kde-...@kde.org>

- main IRC channel is #kontact on the freenode network

- the PIM stuff is spread over three repositories: kdepimlibs, kdepim-runtime 
and kdepim. kdepimlibs contains libraries for accessing and manipulating PIM 
data, kdepim-runtime contains infrastructure processes shared between 
applications and kdepim itself contains the end user applications
