Panel is hiding during drag operations
SUMMARY
When I try to drag icons in a task manager on an auto-hiding panel it hiding
preventing me from placing the icon.
STEPS TO REPRODUCE
1. Make an auto-hiding panel
2. Place a task manager on it
3. Pin some icons to that task manager (or open some windows)
4. Try to drag icons (tasks)
OBSERVED RESULT
Panel will hide
EXPECTED RESULT
It shouldn't
