Setting the plasma version back to earliest version bug was seen in. Please
don't change this.

I have a couple of questions to try to narrow down what might be happening. 

1. What graphics card(s) are present in the system?
2. Can you check to see if the Kscreen2 service is disabled in System Settings
> Startup & Shutdown > Background Services? If so, please re-enable it and see
if the bug still happens.
