(I don't know if that means if it is the duty of NeoChat to initialise the
database and/ or adapt to "all of this code is going away / changing entirely
soon", or if this is within libQuotient. For this, I reopen now, and please
someone with expertise judge and maybe close again if it is referring to
libQuotient-only stuff.)
