This should force the usage of a dark palette, but it's possible that some colors still don't work. Alternatively, try using darkmode=0 which should force the usage of the normal light palette. (I haven't tested this because I don't use Windows.) The next major version of Gpg4win, i.e. version 5.0, should support dark themes on Windows out-of-the-box.
