You can choose the mount-points of individual disks using the Partition Manager app. 2. Being able to do this system-wide via a KDE GUI is not feasible right now since it's controlled by a compile-time option in non-KDE software. As such, it's unfortunately not feasible for KDE to do what you want. I'd recommend focusing on making the /run/media behavior behave as you expect, or asking Fedora to change their default setting. P.S. the "user is in control" philosophy *definitely and explicitly* involves the freedom to recompile the software to meet your own needs.
