But I'm running the user edition of KDE Neon. It's a bit troubling because in
my experience it's hardly ever been broken like this .
So, I did upgrade once again and it was the same story. I did, however, run
these commands to get more info on this bug.

I also saved the backtrace for Plasma shell using the "Crashed Process Viewer"
app, which has been attached.
