I can reproduce the issue. Notably, I had to wait 5 minutes after doing the
copy, presumably to allow enough time for the auth token to expire. After 5
minutes, opening the Notifications widget when there's a kio-admin copy
notification in it does unexpectedly prompt for authentication.
