I'm also still having this issue on my Laptop and Desktop.
Laptop running Arch Linux + KDE Plasma 6.2.2 on Intel i5 8th gen and iGPU
without external monitor.
Desktop running Arch Linux + KDE Plasma 6.2.2 on AMD Ryzen 5 3600 + AMD RX
5700.
Killing kwin_x11 and restarting it solves the issue temporarily.
