I've just upgraded from Kubuntu 24.04 to 24.10 and the welcome centre appears
on every boot.

I've changed ~/.config/plasma-welcomerc from this:

LastSeenVersion=6.1.5
​
I am running plasma 6.1.5

To this:

[General]
LastSeenVersion=6.1.5
ShouldShow=false
​
And last boot it did not appear!
