STEPS TO REPRODUCE
1. Open edit mode
2. Hover over widget that is adjacent to panel settings
OBSERVED RESULT
Widget hover settings is drawn under panel settings
EXPECTED RESULT
Widget hover settings should be drawn above panel settings
