Very typical to see huge number of tags imported that arent consistent. It may not matter for a search, but it is difficult to categorize/reorganize if you prefer to standardize your tag format, where sorting will put _at the top of the list, # in the next grouping etc. With hundreds or thousands of tags to merge, its difficult to do this manually.
