SUMMARY
Dolphin's "Create new" menu doesn't show a "Folder" option (to create a new
folder) and instead unexpectedly shows items in home directory.

STEPS TO REPRODUCE
Open Dolphin, navigate to any directory, and right-click on the file view to
open the menu.  Then point to "Create new".

OBSERVED RESULT
The menu shows the files and directories in my home directory where I didn't
expect them, and the menu doesn't show a "Folder" option.  However, the menu
also shows "Text file...", "Empty file...", "Link to...", etc., as I would
expect.

SOFTWARE/OS VERSIONS
Fedora 41 workstation, KDE Plasma 4.2, Dolphin 24.08.1
