Visual steps to reproduce

1. Make a circle with the Elliptical Selection Tool.
2. Convert this circle to a vector circle with Select->Convert to Vector
Selection
3. Select the Transform tool.
4. Select the Perspective mode of this tool in Tool Options.
5. Move the circle into a perspective of your choice.
6. Press Enter.

Result:
The circle result does not resemble the perspective chosen in step 5. See
attached image. This transform works fine with a raster layer.
