I only mentioned the SSH plugin because *you* asserted that was the source. It clearly is not. The SSH plugin has nothing whatsoever to do with this, see bug report and commit linked above. This behaviour is hard-coded, undocumented, non-configurable, and serves no reasonable purpose outside of emacs.
