The current way to change timezones requires a couple of clicks and, being a manual process, is actually prone to be forgotten (at least for me). I've done some search and apparently people reported (https://www.reddit.com/r/kde/comments/gdjwtx/disabling_geolocation_services_in_kde/) ways to disable it, but I cannot find anything in the new versions.
