The file permissions are set correctly to run as executable (application/x-executable). I can also install and run Version 3.9.6. without any problems. This application failed to start because no Qt platform plugin could be initialized. Reinstalling the application may fix this problem. Available platform plugins are: wayland, xcb, wayland-egl.
