In addition, there should be a new "Chapters" (plural) pseudo frame which you can edit in the same way as in MP4, and it will create the CHAP and CTOC frames automatically. If you cannot see it, you probably do not have the "top level" flag set in the "Table of Contents", it will only take such CTOC frames, because others may be part of a subhierarchy.
