this one line patch adds Inherits=breeze as hicolor misses many icons

Oxygen icon theme is missing many icons and this will not change in the future
so let's inherit from breeze icon theme to  fill all blanks. Patch included -
tested and working. As you can see in this patch now oxygen inherits only from
hicolor icon theme. This does not solve the issue of missing icons because
hicolor theme also looks not to be updated with new icons. That is why someone
should reconsider to inherit from breeze only because breeze is the most
complete and current icon theme. How about changing all kde c++ code default
icon theme from hicolor to breeze?

I do not like this current trend, which started with Windows8 and Linux
followed, to replace beautiful color, artistic icons with primitive monochrome
icons. Especially now when we finally have affordable high resolution full
color desktops with translucency so we could fully see all those fine details.
Breeze icons in tray and notifications menus looks like monochrome icons taken
from early X release in 1984.
