With current git master, this is working as expected for me on both the panel
and desktop. Let's call it fixed in Plasma 6.2.
If anyone can still reproduce the issue after upgrading the Plasma 6.2 in two
months, we can re-open this and investigate. I suspect the issuer will be
traced to some Klipper setting, custom script, or 3rd-party thing. So for those
still experiencing it, it would be useful also to try again in a new clean user
account with no customization, other than adding a Color Picker widget to the
desktop or panel.
