yes, i just did the following:
1. i did a clean install on a virtual machine (kvm/virtmanager) with the
"Fedora-KDE-Live-x86_64-40-1.14.iso".
2. i updated the system via "sudo dnf update"
(note that i did not do any further customizations on this vm)
3. i did some measurements:
- shutting down via the plasma launcher menu button takes about 3 seconds (time
taken with a smartphone stopwatch) before anything happens = BAD
- ending the process "ksmserver" ans subsequently shutting down via the plasma
launcher menu button => literally instant shutdown, as it should be = GOOD
- shutting down via terminal ("sudo systemctl poweroff") => literally instant
shutdown too = GOOD
software versions after updating the system with "sudo dnf update" as stated
above:
