Maybe caused by the switch to json metadata and this commit missing in 5.8.3?

We had to add that to our plasma-workspace 5.8.3 package in openSUSE to make
adding panels work again after the update to Frameworks 5.28.
Haven't tried to change the wallpaper though, so I don't know if that had
problems too...
