SUMMARY
Clicks in the scrollbar always scrolls to clicked position, despite being set
to scroll one page up or down.

STEPS TO REPRODUCE
1. In SystemSettings > General Behavior: Set "Clicking in scrollbar track" to
"Scrolls one page up or down".
2. In Discover open something with lots of elements, for instance "All
applications".
3. Click somewhere in the scrollbar.

OBSERVED RESULT
Scrolls to clicked position.

EXPECTED RESULT
Scrolls one page up or down.
