The MR linked above was closed for technical reasons.
With PowerDevil being hooked up to KWin brightness on Wayland, I think the way
forward is to have KWin provide software brightness adjustments if no hardware
brightness capabilities are found. We'll probably want a message like "This
screen doesn't provide hardware brightness controls, adjusting its brightness
by software will result in reduced color depth." instead.
Either way it seems that we can have brightness controls for all screens going
forward.
