I'm sorry to hear that this is still a problem on your system. I tested again
with the additional detail and I *am* able to reproduce the overlay on 6.1.3 as
well as git-master

The network below VPN expanding by itself also happens on my system. It appears
to be intended behavior.
The configure button overlapping other text is obviously not intended. After
testing, the reproducible condition to trigger the bug is:

1) any connected Network
2) VPN expanded
3) any known network

Details:
On my main system, I tested with the following in the network list of the tray
icon and reproduced the bug
- Wired (connected)
- WiFi (known, disconnected)
- VPN (known, disconnected)
- Other seen WiFi networks (never connected)

On another laptop with git-master, with only 3 entries, I do not see the
overlay. In this instance, there is no known, currently disconnected network
that is auto-expanded.
- WiFi (connected)
- VPN (known, disconnected)
- Other seen WiFi networks (never connected)

On that same laptop I then tested with the following and I *was* also able to
reproduce the bug here
- WiFi (connected)
- VPN (known, disconnected)
- Phone Hotspot (never connected)
- Other seen WiFi networks (never connected)
