Would you try installing the Baloo search provider, restart Dolphin, and see if
the information panel is available then?
If that doesn't work, I assume this is a packaging issue. Dolphin does allow
building itself without the information panel, in which case it will look like
in the screenshot. It is up to the people providing the software to you to
decide whether the information panel should be available for you or not.
