When I let go of my Volume Up or Volume Down keys (also on the F2 and F3 buttons for me), the volume stops changing immediately. Works for me in both Fn lock mode and also normal mode where I don't have to hold down the Fn key. This seems like it might be a hardware or firmware issue on your machine, BOF.
